This is a pictograph of a pipe combined with pictographs of a large and a small pack. The pipe could be used to siphon liquids from one container to another. Hence, this is an ideograph for the transfer of goods from a large container to a smaller container. Thus, it is the verb to parcel out, or to distribute.
