This is a pictograph of a tea plant growing out of a sloping piece of earth. Hence, it is an ideograph for tea growing.

Comments:

There is only one extant example of this Indus sign.

 

Seal M-663 is damaged and the inscription is incomplete. Therefore, any translation has to be tentative. One possibility is 'tea growers'.
