This Indus sign is the verb to gather or collect, which has been modified, so that the second component becomes the verb to determine or to judge. Hence, it is an ideograph for the verb to pick.

Comments:

I have assumed that tablet C-35 was used as a stamp, and created a mirror image of the sign seen in photograph C-35 A.

 

You should note that inscription C-35 relates to the harvesting of grapes.
